Section III: Ownership and Access Constraints




        The proposed Beaver Creek Domain 13 core site is owned by the United States Forest Service (Figure 1.) as part of the Coconino National Forest (Figure 2). The watershed is surrounded by large areas also owned by the USFS. The access roads to the site are maintained by the USFS. The Coconino National Forest covers 737,133 ha. in Northern Arizona and has a staff of 151 people with headquarters in Flagstaff. The Mormon Lake Ranger District, which oversees the proposed site, has Ranger Stations in Flagstaff and Happy Jack. We are proposing the Happy Jack Ranger Station to be the NEON Administrative site (Figure 3). There is year-round accessibility to the proposed BioMesoNet tower sites. During periods of snowcover, access to instrumented sites would likely be achieved via snowmobile.
